The field, the square and the closed high street were never built to be watched. For four days they hold twenty thousand people, and the safety officer still has to answer the one question nobody can answer from inside the crowd: where is it getting tight. You Cannot Read a Crowd From Inside It

At head height a camera is looking at the back of the person in front. That is the whole problem with crowd monitoring from ground level: the thing being measured is also the thing blocking the view. Crowd science work by Professor G. Keith Still makes the same point from the other side, that the density you read changes with the angle you read it from, and UK event guidance works to roughly two people per square metre in standing viewing areas with four to five at the upper limit. Those numbers are only useful if somebody can actually see the ground between the shoulders.

Meanwhile the duty is getting heavier. The Terrorism (Protection of Premises) Act 2025, known as Martyn’s Law, received Royal Assent in April 2025 and takes effect after an implementation period of at least 24 months, with government guidance published on 15 April 2026. Premises and qualifying events expecting 800 or more people sit in the enhanced tier, where the guidance names CCTV among the measures expected. From 200 people the standard tier applies.

Here is the mismatch. A qualifying event is very often a park, a car park, a market square or a high street closed for the weekend. There is no column, no power and no duct anywhere near it, the permission to be there runs for four days, and the ground has to go back the way it came. The requirement arrives on ground that has none of the infrastructure the requirement assumes.

The MSB-Roadbox stays on its TMT-750 minitrailer at 365 kg total, which keeps the combination inside a category B licence.
