From October to March the useful part of a European working day runs out well before the shift does, and HSE guidance on site lighting is blunt about what follows: where natural light is not adequate, suitable and sufficient artificial lighting has to be provided, plus emergency lighting wherever a failure of the main lighting would put people at risk. The light has to be there, and it has to stay on.<\/p>\n<p>The standard answer arrives with an engine bolted underneath it. Engine hours to service, a tank to fill on a Sunday, exhaust at head height and the loudest object on a compound that increasingly comes with neighbours, planning conditions and an emissions policy attached. It is also the easiest thing on site to tow away, which is why light towers and the fuel in them keep going missing.<\/p>\n<p>Then there is the light itself. The Institution of Lighting Professionals sets vertical illuminance limits at neighbouring windows by environmental zone: 5 lux before curfew and 1 lux after it in a rural E2 zone, 2 lux in a natural E1 zone, with curfew usually starting somewhere between 21:00 and 23:00. A luminaire aimed down from height spills less sideways than one cranked up from ten feet. And lighting pays back beyond compliance.
